Step-daughter's visit to his office

He says that some times his step-daughter calls him saying she need to talk and if she could go to his office. This normally means that she needs something from him, most of the time is money but she already asked him to pay some of her bills, or buy her something. The main thing is that she never pays it back, so he started to ask her to pay in advance. Now when she visist him in his office, she doesn't leave without paying him first.
